Equal chances, participation and opportunities for young people in Egypt


The Equal Opportunities and Social Development (EOSD) project is implemented by GIZ on behalf of the German Government and co-commissioned by the European Union. In close cooperation with the Ministry of Social Solidarity and the Ministry of Youth and Sports, EOSD empowers young people in Egypt — particularly women and persons with disabilities — to play an active role in society.
Through capacity development, awareness campaigns, and joint initiatives, EOSD promotes gender equality, social participation, and inclusive public engagement. The project fosters cooperation between state and non-state actors while strengthening the ability of young people to contribute meaningfully to their communities.

EOSD works across 10 governorates in Egypt engaging both urban and rural communities. Projects are tailored to address specific local needs, while contributing to Egypt’s Vision 2030 and national development strategies. Activities span diverse regions to ensure inclusivity and equal access to opportunities. The governorates are Cairo, Giza, Daqahliya, Alexandria, Fayoum, Port Said, Red Sea, Assiut, Qena, and Aswan.


Cooperation between state and non-state actors to promote social participation is being strengthened through providing technical and financial support to capacitated non-governmental organisations to implement social developmental projects that responds to community needs.
EOSD offers grants to NGOs and OPDs as part of a capacity building programme to strengthen their institutional capabilities; as well as their technical capabilities through training in designing, implementing, and monitoring projects in an intersectional way, as well as project management.
The funding mechanism is determined based on the type of grant. NGOs can receive a direct grant or be sub-granted through a larger umbrella organisation, which is charged with supporting it in managing its grant.
The methodological capacities of state actors to promote the participation of youth, especially young women and young people with disabilities, are strengthened through capacitating state actors to enhance project cycle management, service expertise and inclusion & gender mainstreaming, anchoring participatory approaches through trainings focused on eliciting feedback and institutionalising participation, as well as capacitating policy experts/state employees to formulate data driven policy recommendations.
The strategic competencies of young people to act as agents of change are strengthened in line with the concept of empowerment. This is achieved through inducing self-reflection among young men to redefine the meaning of masculinity using sports, equipping youth with digital tools for creative expression of the issues of gender equality, social harmony and inclusion, providing innovation management trainings and related learning opportunities, as well as communicating innovative government practices from Egypt domestically and abroad.
Cooperation between state and non-state actors to promote social participation is being strengthened through providing technical and financial support to capacitated high potential youth calibers to design and implement impactful social initiatives, capacitating civil society through funding, training, and mentoring with a preset guidelines and criteria to implement social developmental projects that responds to community needs, setting up “Doroob Platform: for learning about new projects, managing fund provision processes, showcasing the work of project beneficiaries as well as serving as a networking tool for youth to cascade their knowledge, maximizing their impact.
Young people are sensitised on the thematic topics relating to the project through “Mobile Cinema”, a platform extending the reach of movie productions by young Egyptians, raising awareness of a broader public regarding thematic fields of EOSD, 10 festival-like events in 10 different governorates promoting awareness about project’s activities and thematic areas in a fun and engaging manner, raising awareness about the Integrated Services Card in collaboration with influencers (Radio, TV, Internet), as well as printed material, as well as converting diverse productions to accessible formats, supporting partners to make their platforms more accessible.
EOSD works to achieve the outcomes of BMZ’s “Digital Africa” Fund to strengthen the coordination and capacities of key actors to improve the access of PwDs to employment opportunities, public services and corresponding information. Working with PwDs, representatives of Organisations for Persons with Disabilities (OPDs), employers and decision makers in state and non-state organisations responsible for improved access to employment opportunities and public services, EOSD has a goal to improve the accessibility of digital government services as well as the employability of PwDs through building coordination networks, promoting innovative digital solutions, capacity development and other measures.
